☁️LocalStack Brings Azure Emulation to Developers for Free, Covering 24 Resource Providers
Your Azure local testing just got free, but read the fine print
TL;DR
LocalStack for Azure entered public preview, free and self-serve, letting devs run ARM, Bicep, and Terraform locally. The catch: many APIs are stored but not enforced, so passing locally doesn't mean passing on Azure.
LocalStack just put its Azure emulator into public preview, and it's free. You can run AKS, Functions, Cosmos DB, Key Vault, and a lot more on your own machine, feeding it your existing Bicep, Terraform, Pulumi, or Azure CLI scripts without rewrites. If you're deploying infrastructure-as-code to Azure, this is the first real option for end-to-end local testing. Azurite and the Cosmos DB emulator cover storage and one database, but nothing composes them into one environment where an ARM or Bicep deployment runs start to finish. Each developer gets an isolated sandbox, which helps teams stop fighting over shared dev subscriptions. The numbers are where you need to slow down. The docs show Storage Accounts at 13 of 81 operations and App Service at 143 of 616. Virtual Network covers 10 of 29. Access restrictions get stored but not applied, httpsOnly isn't enforced, and App Service state disappears when the emulator stops. General availability is expected in early 2027, and pricing arrives then. The transition terms aren't settled yet; the product page still shows a literal "[30 days]" placeholder.

Key Points
Storage Accounts covers only 13 of 81 operations, and App Service covers 143 of 616, so many real deployment paths remain untested locally.
